Mr. H. P. Winslow tells me that he is a candidate for the position of General Manager to the Kowloon-Canton Railway, British Section, and I have very great pleasure in strongly recommending him for the appointment.
I have known Mr. Winslow intimately for the past eight years since he commenced his railway career in China in 1903 as my Secretary, during the first part of the construction of the Shanghai-Nanking Railway, of which I was Engineer-in-Chief and Commissioner from 1903
to 1908.
In 1904 we took over the Shanghai Woosung Railway, and ir. Winslow was appointed Traffic Lanager under my supervision, in 1905 & 1906 we opened Sections of the main line to Wusieh and Changchow 104 miles, and Mr. Winslow continued to act as Traffic Manager.
In this position he carried out practically single handed all the arrangements for the very considerable passenger traffic, his work being conducted in a most satisfactory manner.
On the appointment of Mr. A. W. U. Pope as Traffic Manager in 1907, Mr. Winslow's position as Deputy Traffic Manager was confirmed and he still continues to hold this appointment.
During the five years buat Mr Winslow worked under me I always found him most attentive to his duties, a good organizer and painstaking in both training and handling his inexperienced Chinese Staff, and it is largely due to this fact that the Traffic Staff have attained their present efficiency.
Mr. Winslow displayed considerable tact and ability in his many dealings with the Chinese, with whom he has always been popular.
